房市10大新聞稅居首　柯P拆違建頂加剉著等

　　房地產市況低靡，不僅受政府打房影響，買賣雙方對價格的認知差異，也是主因之一。根據房仲業者調查，在今(104)年的房市新聞中，整體市場受「房地合一實價課稅拍板定案」影響最深，面對明(105)年新稅制上路，原本有購屋計畫的57.4%受訪者中，高達30.1%坦承因新稅制而暫緩購屋，超過5成認為房價有機會再往下探底。

　　政府「打房」威力十足，根據台灣房屋調查，今年的10大房市新聞中，以「房地合一實價課稅拍板定案」居首，占比高達63.1%，其次為「柯P拆違建，公寓頂加剉著等」(37.5%)、「奢侈稅2016起將退場」(24.3%)，均屬「房市政策」。其中房地合一從103年延燒到104年，直到5月才正式拍板定案，房地交易按實際成交價合併計算獲利，課徵15%~34%的稅負，以遏制短線投機行為。

　　台灣房屋智庫發言人張旭嵐指出，房地合一新制可為房地產稅史上重大改革，與舊制最大差別在於「資本利得課稅」，相較於過去以房屋評定現值課稅，短期買賣獲利空間大幅縮減；而台北市長柯文哲雷厲風行拆除226件違建，更讓頂加公寓「價量齊跌」，賣方面臨急脫手的降價壓力，同樣是打擊投機的一大政策。

　　面對今年氣氛低靡的房市，台灣房屋調查發現，原本有57.4%受訪者計畫在Q1購屋，但有30.1%受到打房影響，希望「再看看」。對於未來1年的房市走勢，52%認為價格還會再向下修正，29%抱「持平」態度，僅19%覺得總統大選後會有回升緩漲機會。張旭嵐分析，各大都市房價都已下修10%~15%，預估明年政經情勢明朗後可望走穩，買氣將陸續回籠。

　　優美地產企研室召集人葉立敏也提到，明年起房地合一稅制實施，但奢侈稅同步停徵，對於許多持有2年內的屋主來說，會思考不如等新制上路再賣房，才不會沒賺錢還倒賠，因此105年將有可能釋出更多「免奢侈稅」的物件，在賣壓湧現下，有希望刺激交易量回溫。
